U.S. MILITARY VETERANS
This guide provides general information on our discount pass program for U.S. Military Veterans.
What is the Select Discount Card Program:
Roaring Fork Transportation Authority (RFTA) Select Discount Card (SDC) Program enables U.S. Military Veterans to purchase any of the Roaring Fork Transportation Authority (RFTA) bus passes at a 50% discount. The bus pass is used to pay the fare on any RFTA Roaring Fork Valley and Hogback route.
Qualified veterans will be issued a free Select Discount Card (SDC), which is a photo I.D. card that is used to get the 50% discount on any of RFTA bus passes at the time of purchase. Discounted bus passes can only be purchased at certain RFTA locations (see below), over the phone, or using fax.

How to Apply:
To qualify for RFTA’s Select Discount Card (SDC) program, the veteran must be a resident of or employed within Eagle, Pitkin or Garfield County within RFTA’s route coverage area.
The veteran must meet the following eligibility requirement and submit the following documents:
- Completed Select Discount Card Application
- Photo ID – State Issued Identification Card or State Driver’s License
- United States Military Veterans must provide one of the following appropriate identification:
- The DD214, Synopsis of Military Career – Each person who has served in the U.S. military should have been issued this document at the time of retirement, separation or discharge.
- Military Veteran ID Card – This is a photo identification card issued by the U.S. Department of Veterans Affairs.
Bring your appropriate documentation as described above and your photo identification to one of the following RFTA locations:
- Rubey Park Transit Center, E. Durant Avenue, Aspen – Monday-Friday: 9:00 am – 4:00 pm
- Aspen Maintenance Facility 0051 Service Center Drive, Aspen – Monday-Friday: 9:00 am – 4:00 pm
RFTA offices are closed on major holidays.
Photocopies and other forms of photo identification will not be accepted. Please allow 7-10 business days for approval of your eligibility. Upon approval of your eligibility, your SDC will be issued and mailed to you.
How to Receive the Discount:
Order your RFTA bus pass(es) by completing the SDC Pass Order Form by one of the following options:

- Walk-in: Must present your valid SDC at one of the RFTA locations listed above.
Your order will be mailed to you within 5 to 7 business days along with your receipt.
Discount cannot be applied at other points of sale, including at RFTA Ticket Vending Machines and third party pass outlets.

Lost Cards or Damaged Cards:
To replace a lost or stolen SDC, please call (970) 925-8484 or email passorders@rfta.com during normal RFTA business hours. The charge for replacing a lost or stolen SDC is $10. Damaged cards will be replaced at no charge; however, the damaged card must be presented and turned in at the time of being reissued.

PERSONS WITH DISABILITIES
This guide provides general information on our discount pass program for Persons with Disabilities.
What is a Select Discount Card Program?
An eligible person is issued a free Select Discount Card (SDC) which is used to purchase bus passes at certain RFTA locations. RFTA offers a 50% fare reduction for Veterans and Persons with Disabilities when purchasing the passes listed below that can be used on any paid regional commuter RFTA transit route.
RFTA has a variety of passes, choose the RFTA Pass that works best for you.
Eligibility Requirements for New and Expired Cards:
Veterans must provide one of the following appropriate identification:
- The DD214, Synopsis of Military Career – Each person in the U.S. military should have received one of these at the time of discharge, regardless of condition of discharge. This is not a card and few veterans would routinely carry this around; OR
- VA Medical ID – This is a card, and it comes with an ID photo, but not every veteran would have one. Those associated with the VA clinics in Glenwood Springs or Grand Junction would likely have it on their person.
Persons with Disabilities must provide one of the following original items as proof of disability dated within the last three months:
- Medicare Card – white, red, and blue cards are accepted; OR
- Social Security Disability Insurance – a current TPQY form or Notice of Award letter which indicates that you are disabled and that you have received benefits within the last twelve months; OR
- Healthcare Provider Statement Form – (See attached form; form must have been signed and dated by the health care provider within the last three months.) Healthcare Professionals, if the applicant meets the eligibility criteria, please attach a statement on your professional letterhead noting the name and diagnosis of the applicant and describing in detail how the applicant meets the eligibility criteria. No other proof of disability will be accepted. No photocopies and faxes.
How To Apply

RFTA will accept photo identification issued by a state or federal agency, such as a state driver’s license or V.A. card. Photocopies and other forms of photo identification will not be accepted. Please allow 3-5 business days for approval of your eligibility. Upon approval of your eligibility, your SDC will be issued and mailed to you.
How To Receive the Discount
- Order your transit card by completing the SDC Order Form with your credit card information and emailing it to passorders@rfta.com or faxing it to (970) 384-4943, and your order will be mailed to you within 3 business days along with your receipt; OR
- Present your SDC to the Rubey Park Transit Center at the time of purchase.
Discount cannot be applied at other points of sale, including at RFTA Ticket Vending Machines and third party pass outlets.
DISCOUNTED ONE-WAY PASS PROGRAM
Non-Profits 501(c )(3) Organizations and Governmental Agencies can qualify to purchase discounted one-way ride passes (i.e. Blankenbucks).
ONE-WAY PASS PROGRAM
QUALIFICATIONS: To be considered for participation in RFTA’s Discounted One-Way Ride Program, your organization or agency must be one of the following:
- Non-Profit 501(c)(3) tax-exempt organization that serves the local community, OR
- Governmental Agency, that provides local community/social service assistance to indigent and/or disabled persons. “Local” is defined as within the current service area of RFTA transit services.
APPLICATION PROCESS: If you qualify and wish to be placed on our eligible list, please submit the following information for consideration:
- If you are a Non-Profit 501(c)(3) tax-exempt organization, please provide a copy of your 501(c)(3) status letter from the IRS.
- If you are a Governmental Agency, please provide your FEDERAL I.D. TAX NUMBER.
- A letter on your organization/agency’s letterhead stating the type of service you provide and your intended use of the One-Way Ride Pass Program.
- A completed and signed Certification of Organization/Agency Eligibility form (attached).

PLEASE ALLOW AT LEAST ONE (1) WEEK FOR PROCESSING OF COMPLETE APPLICATIONS. INCOMPLETE APPLICATIONS WOULD RESULT IN ADDITIONAL PROCESSING TIME.
PROGRAM RULES:
- For Non-Profit organizations only, One-Way Ride passes can be distributed to volunteer groups assisting in their own events. Distribution is the responsibility of the Non-Profit organization.
- For Governmental Agencies only, One-Way Ride passes are to be distributed to clients who are indigent or disabled. Distribution is the responsibility of the Governmental Agency.
- Discounted One-Way Ride passes shall not be re-sold. Passes shall not be distributed to employees of the Non-Profit organization or Governmental Agency. Unused One-Way Ride passes can be returned for a refund.
- Misuse of passes may result in permanent disqualification from this program.
INSTRUCTIONS AND PROCEDURES FOR APPROVED APPLICANTS:
- TO PLACE ORDERS: See contact information above. When ordering, please mention that you are a participant of the RFTA One-Ride pass program.
- PAYMENT DETAILS: Orders are pre-paid and sent out 1st class mail OR picked-up at the Finance Department. Acceptable forms of payment include check, money order, Visa/Master card credit card or cash.
- COST: One-Way Ride passes have a value of $9.00 and a discounted sales price of $2.00 each. One-Way Ride passes allows one-way travel for a single rider on transit service between Aspen and Rifle.

RFTA DONATION POLICY
If you are a non-profit 501(c )(3) charitable organization looking for pass donations for fundraising opportunities, please check out this policy.
REQUESTS FOR PASS DONATIONS
Requests for pass donations from the Roaring Fork Transportation Authority (RFTA) will be considered if the donation is to be used by a qualifying charitable organization for fundraising purposes only. Your organization must be a Non-Profit, designated as exempt from federal income tax under I.R.C. 501 (c)(3). The type of pass donated is limited to the $20 Store Value Cards. The maximum number of passes donated is 10 (ten). Requests for monetary donations will not be considered.
To request a donation for the fundraiser, please send a letter of request on your organization’s letterhead, at least one month in advance of the event to:

Your request should include details about the event (i.e., date, location, purpose of the event, who will benefit from the proceeds, etc.) along with the complete name of the organization, address, phone number, and contact person. A copy of your Non-Profit organization’s 501(c)(3) status letter from the IRS should be included.
Letters of request will be reviewed for consideration and the contact person will be notified of approval or denial. Please allow 2-3 weeks for processing.
